Use Draft while payroll facts, authorization or official validation results still require review.

Mark for submission

Use the submission state only after an authorized payroll person completes the final review and intends ROE Web to process the record accordingly.

Example

a preparer can export a draft for an approver without marking it for submission.

Boundary or exception

A local file setting does not itself submit or issue an ROE.
